|First appearance||Hanging By a Thread|
|Known ability||Oil secretion|
Having escaped from Building 26, Howie is seen being chased by Rachel. In order to avoid escape Howie uses his ability to slow her down. Instead he causes Rachel to fall off the rooftop, forcing her with no other choice but to teleport in order to save herself. Rachel then retaliates by whacking Howie, but manages to throw him off instead. Before he can fall down to his death she seizes him by the arm and interrogates him while doing so while Howie holds onto her for support. He is spared from death though when Rachel receives a message from Rebel. Throwing both herself and Howie off the edge, she teleports them safely to the ground and allows Howie to escape.
In chapter 12 of The Agent, Howie shows up and secretes oil on the floor, which Janey manages to slip in. She is covered in oil, which Howie points out before lighting a match. Several other fugitives cry out for Howie to kill her but before he has the chance, Rachel teleports her away.
Howie Kaplan has the ability to secrete crude oil from his hands. He has demonstrated this ability, using it to throw oil at Rachel Mills and cause her to slip. He also seems to unknowingly secrete oil when in states of agitation, such as when his life was endangered.
- Howie Kaplan is named for Howie Kaplan, the Heroes crew member who is a graphic novel writer and an assistant to Adam Armus and Kay Foster. Writer Jim Martin also had artist Micah Gunnell use the real Howie's likeness to create the fictional Howie's look.
- Danko tells Rachel that Howie has the nickname of "Slick" because of his power.
