Faction Zero
In chapter 3 of Faction Zero, Rachel comes to the hideout of a faction of evolved humans. In the kitchen, she meets the skinny guy, along with John, a large guy, and a fugitive mother. Rachel dodges John's attack and fights the skinny guy, but the guy phases through Rachel's kick.
In chapter 4 of Faction Zero, Micah tells Claire and Rachel that he and Unity found the entire group dead.
Evolved Human Abilities
The skinny guy had the ability to phase through anything. The one time he demonstrated this ability is when Rachel attacked him with a kick; he was able to protect himself by phasing through the kick. (Chapter 3 of Faction Zero)
