They can discover someone's ability, like they found Sylar's telekinesis, they can (in a possible future) discover who is an evolved human and who isn't, like they did with the Crane boy. • The theory makes no sense, I mean, photos that can block powers? If Claude is half visible in a picture, it's obvious that he's either going invisible or going visible. Appearance alteration was almost a paradox, taking a photo of Connie wouldn't block the power cause Connie can't use her power on herself. The premiss of the theory is completely wrong.
